Failure of Plans

Many organizations find that though they do a good job of writing Project Plans, they are unable to execute their plans. For the most part, this failure is a result of not putting in place the necessary systems and structure to properly monitor and control activity in the organizational context. ? April O’Koren, NASA Project Challenge 2005

When there is mention that “adherence to a plan” is a problem - what exactly is the context of this conjecture.

  • Is the plan executable?
  • Is the plan credible?
  • Can the plan be assessed for risk?
  • Is this risk mitigated in the plan?
  • Can the performance of the participants in the plan be measured in a meaningful way?
  • Can these performance measures be used to improve the plan?

If none of the above are true, then in fact adherence to the plan will lead to failure. But remember the admonition from a previous post

Don’t do stupid things on purpose
